Utility fees
Pursuant to article 15 of the Law on Utility Activities (Official Gazette of Republika Srpska, 11/95, 18/95 and 51/02), article 30 of the Law on Local Self-Government (Official Gazette of Republika Srpska, 101/04, 42/05 and 118/05) and article 35 of the Statute of Bijeljina Municipality (Official Gazette of Bijeljina Municipality, 5/05, 6/05 and 6/06), the Assembly of Bijeljina Municipality adopted a Decision on utility fees at the session held on 18 May 2011.
This Decision established an obligation of payment of utility fees for using facilities and devices for joint utility consumption, prescribe basics and criteria for establishing utility fee and usage of funds earned from utility fees in the territory of Bijeljina Municipality.
Utility fees payers are:

Utility fees payers are:
- holders of property rights, disposal or usage rights (temporary or permanent) over a residential, business or other spaces,
- users of built buildings, with or without building permits,
- tenants as temporary users of the premises.
Other spaces, in relation to this Decision, are garage spaces, auxiliary spaces, social standard buildings, as well as yard, commercial and similar buildings.
The basis for calculating the utility fee is the unit of built usable area (m2) for residential, business and other space.
Criteria for paying the utility fee are:
- level of equipment of utility facilities and joint utility consumption devices in a settlement,
- planned scope and quality of services and maintenance of utility facilities and joint utility consumption devices.
The amount of utility fee is established according to the unit of built usable area of residential, business and other spaces, depending on the building zone in which the building is located, and the level of equipment of utility facilities and joint utility consumption devices in a settlement, and monthly fees are as follows:
For residential buildings:
Zone 1 ............................................. 0.048 BAM/m2
Zone 2 ............................................. 0.042 BAM/m2
Zone 3 ............................................. 0.030 BAM/m2
Zone 4 ............................................. 0.024 BAM/m2
Zone 5 ............................................. 0.017 BAM/m2
Zone 6 ............................................. 0.011 BAM/m2
For business buildings:
Zone 1 ............................................. 0.19 BAM/m2
Zone 2 ............................................. 0.166 BAM/m2
Zone 3 ............................................. 0.142 BAM/m2
Zone 4 ............................................. 0.095 BAM/m2
Zone 5 ............................................. 0.071 BAM/m2
Zone 6 ............................................. 0.0355 BAM/m2.
Utility fees for manufacturing buildings and buildings of general public interest are 30% of the fee in a zone intended for business buildings.
