In Bijeljina, it is possible to register a limited liability company (LLC) or operate as a sole proprietor (SP). Sole proprietorships can be registered as a primary, additional, or supplementary occupation. The type of registration a sole proprietor chooses depends on whether they will carry out the activity themselves, hire employees, or are already employed by another employer.Sole occupations include activities such as:lawyers, notaries, healthcare professionals, veterinarians, tourist guides, engineers, architects, researchers, scientists, inventors, bankruptcy trustees, interpreters, court experts, journalists, artists, athletes, brokers, as well as accounting, bookkeeping, auditing, tax consultancy, and business and management consulting, advertising, marketing, and market research.The registration of a sole proprietorship is usually completed within 5 business days, and costs range from BAM 100 to BAM 400, depending on whether the applicant handles the process independently or hires an agency to assist. These costs typically include certificates, administrative fees, and the production of an official stamp.Under the new Law on Fiscalization, both retail and wholesale transactions must now be fiscalized.Anyone registering in 2025 can only begin operations after obtaining a fiscal cash register. The government will provide the fiscal cash register free of charge, while the business owner must pay a monthly fee of BAM 33 (VAT included) per register to the operator for maintenance services.
 
Procedure for registering a sole proprietorship in RepublikaSrpska:
  1. Define the business activity and select the appropriate activity codes.
  2. Submit a registration request to the City or Municipal Administration.
The following documents must be enclosed: certified copy of ID, certificate confirming no ban on conducting the selected activity, tax clearance certificate, certificate confirming that the applicant has no outstanding fines, any other documentation required for the selected business activity.
  1. Obtain the Decision on Registration. The Department of Economy should issue the decision within 2 days.
  2. Create an official stamp.

Protocol number and date of the bookkeeping contract are required
  1. Obtain the Unique Identification Number (JIB) from the Tax Administration.
  2. Open an account at a commercial bank.
